This study investigated the effectiveness of scenario-based assessment (SBA) compared to traditional methods in teaching and assessing the writing skills of Persian learners of non-Persian background. The research examined its impact on overall writing performance and three subskills—language quality, cohesion, and task relevance. Furthermore, the learners' perceptions toward the effectiveness of this type of assessment were also evaluated. A mixed-method experimental design was employed with 60 Iraqi adult Persian learners at the upper-intermediate level, randomly assigned to experimental and control groups. Data were collected through writing tasks scored according to the official criteria of Ferdowsi University of Mashhad and semi-structured interviews. Quantitative analysis using ANCOVA revealed that the experimental group significantly outperformed the control group in the post-test across all dimensions of writing. Qualitative findings further indicated that learners perceived SBA as more effective and engaging than traditional methods, reporting increased motivation, enhanced learning processes, improved critical thinking, and stronger connections to real-life contexts. These results suggest that SBA serves as a more valid and effective alternative to traditional writing instruction and assessment in Persian as a foreign language.
